The Orland Fire Protection District congratulates newly promoted Engineer Justin Shanklin, Lieutenant Sergio Navarro, and Battalion Chief Russ Ricobene!
At a ceremony held on Thursday, June 28, 2026, Fire Commissioner Jaber administered their Oaths of Office. Deputy Chief Josh Girdick and Battalion Chief Carl Jones, spoke to the demands of each position and the qualities each possess and the hard work put forth, to get them to this point.
Engineer Shanklin had retired Engineer Rob Walsh pin his Engineer badge as his family proudly joined them. Next, Lieutenant Navarro's wife Jeanette and children pinned his badge while his large extended family joined them. His wife Jeanette delivered his conferment speech, expressing his hard work through the years, and the wonderful examples he sets for their children. Lastly, Battalion Chief Ricobene's wife Amber and his daughters pinned his badge, while his large extended family joined them, and his Mom Karen delivered his conferment speech, speaking to all the wonderful qualities that got Russ to where he is at today and expressing his family's pride.
