On call of the roll, Commissioners Michalek and Walsh answered present. Commissioner Donahue was absent.
Others present: Chief Donald Bettenhausen, Deputy Chief Arthur Granat, Battalion Chief Bryant Krizik, Attorney Carolyn Clifford and Recording Secretary Mary Beth Bowdish.

Attorney Clifford explained to the Commission that she had been advised by Attorney Karl Ottosen, the District’s Labor Attorney, that if the Commission proceeded with testing of any type at this time, it would give the Union grounds for an Unfair Labor charge to be filed against the District. Commissioner Walsh requested a Memo to the Commission stating Attorney Ottosen’s position. The Commission could still develop a Reading List and get the plans in place to go forward once it is appropriate to do so.
Items that can be discussed are: (1) create a reading list; (2) decide on a testing service but not engage them; (3) set up the notice; (4) determine what will be in the packets; (5) the oral interview process and questions; and (6) set up the scoring spreadsheet once the categories and percentages are determined. The Battalion Chief’s and Lieutenant’s testing will be very similar in methods and testing company.

DISCUSSION REGARDING TESTING PROCEDURES AND TESTING FIRMS |

Particular testing components and testing companies were discussed, as well as proposed costs. Reading material options, the Notice of Testing, application form, Letter of Intent, Transcripts and application sub-forms were also discussed.

At the Special Meeting scheduled for Monday, February 27, 2006 at 7:00 P.M., Chief Bettenhausen is to work with Battalion Chief Krizik on the Reading List for the Battalion Chief’s testing and the Commissioners should think about their questions for the oral interviews. Both items will be discussed in Closed Session. Chief Bettenhausen should also be prepared to advise the Commission how the Chief’s points will be awarded so that the Commission does not duplicate that criteria.
